Democrats Signal They Won’t Support A New FBI Director Until They Get A Special Prosecutor

"This law, enacted with what the appeals court called discriminatory intent and "almost surgical precision" targeting African-American voters, is meeting its much-deserved demise", said Dale Ho, director of the ACLU's Voting Rights Project in a press release. More broadly, the earlier decision by the 4th U.S. Circuit Court of Appeals striking down the law remains as precedent binding on Maryland, Virginia, West Virginia, North Carolina and SC, while its reasoning might continue to influence other courts, as well.

So the high court's refusal to hear the case was an important victory for voting rights.

Chief Justice John Roberts cautioned Monday in the two-page order that the rejection of the appeal is not a comment on the court's view about the substance of the law.

The North Carolina GOP said in a statement that it plans to "continue to fight" for the voter ID measures. "While Governor Cooper and Attorney General (Josh) Stein have stymied voter ID for now, they will ultimately lose in their efforts to block North Carolina citizens from having these protections".

"We need to be making it easier to vote, not harder, and the court found this law sought to discriminate against African-American voters with 'surgical precision, '" Cooper said in a statement.

The Rev. William Barber, president of the North Carolina NAACP said it's time for Republicans to stop proposing new restrictions.

Myrna Perez, a lawyer at the liberal-leaning Brennan Center for Justice at New York University School of Law that has challenged the Texas law, said the Supreme Court is likely to take up that case or a similar dispute from Wisconsin.

The U.S. Supreme Court court on Monday declined to consider reinstating North Carolina's 2013 elections law which includes a voter ID requirement and other restrictions on voting.

The law was challenged by civil rights groups and the Obama administration, which argued that it had a disparate impact on minority voters.

Rejecting an unusual plea from the North Carolina General Assembly, the court said it would not hear the case in the term that starts in October.

Shortly after the Supreme Court invalidated parts of the Voting Rights Act in 2013, North Carolina imposed a tough photo ID requirement, reduced the period for early voting by seven days, eliminated the ability to register and vote the same day, invalidated votes case in the wrong precinct, and ended pre-registration for 16-year-olds. But the 4th U.S. Circuit Court of Appeals said the state provided no evidence of the kind of in-person voter fraud the ID mandate would address.

Chief Justice Roberts wrote in a statement that the Court's decision not to hear the case does not reflect any opinion or belief about either side's position about the constitutionality of the voter ID law.

Republican Attorney General Brad Schimel has asked the U.S. Supreme Court to reverse the ruling.

Last summer he and the court's other conservatives - Justices Anthony M. Kennedy, Clarence Thomas and Samuel A. Alito Jr. - would have granted the request to use the law in the 2016 elections. Most of the number involved felons unable to vote because they had not completed their sentences.
