While the Better Care Reconciliation Act proposed in the Senate would exempt Medicaid children who are eligible based on a disability from the per capita cap, most Medicaid children with special health care needs are eligible based on their family's low income and not based on a disability and therefore would be subject to the per capita cap. They are not in business to prevent disease or take care of people who are injured, sick or addicted.

Much of the debate has been on the impact the bill would have on patients' ability to get drug treatment. At Providence Health and Services Alaska, we are serving many more people who have regular access to health care for the first time. Any Republican senator who votes for this bill will be responsible for the consequences. Even with the latest changes, the legislation would slash Medicaid spending, offer false hope with cheap insurance that covers little and cost millions of Americans their health coverage.

In contrast, under the AHCA's Medicaid per-capita caps, starting in FY 2020, the federal government would pay a limited amount per person, and those payments would grow each year by a set inflation rate.
