Trump praises new UN sanctions on North Korea

As President Donald Trump demanded full and speedy implementation of the new penalties, his top diplomat laid out a narrow path for the North to return to negotiations that could ultimately see sanctions lifted.

South Korean Foreign Minister Kang Kyung-wha met with US Secretary of State Rex Tillerson and Japanese Foreign Minister Taro Kono in Manila on the sidelines of meetings hosted by the Association of Southeast Asian Nations.

China is providing a welcome boost to the global campaign to pressure North Korea to halt its missile and nuclear tests.

The United States says it will be watching China closely to ensure it fully and continuously implements new U.N. sanctions on North Korea.

The UNSC has repeatedly adopted resolutions condemning North Korea's nuclear and missile tests.

Despite the strong posturing, North Korea has found itself increasingly isolated since it conducted two intercontinental ballistic missile (ICMB) tests last month.

At a meeting in Washington in May, U.S. Secretary of State Rex Tillerson pressed his ASEAN counterparts to fully implement and adhere to United Nations sanctions on North Korea. All countries are now banned from importing North Korean coal, iron, lead and seafood products, and from letting in more North Korean laborers who sent remittances back into the country.

The group also defended the Kim Jong Un regime's development of nuclear weapons, calling the policy a "fair and square" decision. The UN estimates the move will cost North Korea $1 billion per year.

Tillerson would not spell out a deadline for North Korea to respond to the diplomatic overture. Testing an ICBM marks a major military achievement for Pyongyang and a serious escalation of tensions with the United States and its allies in the region, particularly South Korea and Japan. They said they were committed to providing help in implementing them.

"We will be monitoring that carefully and certainly having conversations with any and all that we see who may not be fully embracing not just the spirit of those sanctions but the operational execution of those sanctions", Tillerson said.

At the same time, Washington has issued blunt warnings the US will use military force if necessary and North Korea has answered in kind.

"We will under no circumstances put the nukes and ballistic rockets on the negotiating table", Ri said in a speech to an Asia regional gathering in the Philippines.

Thornton says the USA wants to ensure that with the new sanctions, there's "not this kind of episodic back and forth that we've seen".

"They're nearly going from sanctions to embargo and really trying to slam the North Korean economy", Delury said.

U.S. Secretary of State Rex Tillerson says the approval of new United Nations sanctions targeting North Korea over its nuclear and ballistic missile programs is a "very good outcome".

"It is very hard to imagine that China would have voted in favor of a resolution that would hit North Korea's economy so badly if Beijing really believed that such a resolution would be fully implemented", North Korean Economy Watch co-editor Benjamin Katzeff Silberstein wrote in a posting on the blog after Saturday's vote.

But he applauded the Security Council vote on Twitter.
