A man on his way to work made a startling discovery Thursday when he heard a baby's cries coming from a bush outside a Texas apartment complex, according to multiple reports.

Deputies say the child was less than an hour old and her umbilical cord was still attached. Inside they discovered two individuals, including a 21-year-old lady who confessed to being the child's mom, as per KPRC.

"I picked the baby up, and the baby had mucus and blood and all kinds of stuff all over her body".

The mother was also taken to a nearby hospital, to be checked out.

"I heard something like a cat", said Albert Peterson, the resident who told Channel 2 News he discovered the newborn.

Peterson, who made the unpleasant discovery at around 5 a.m. on August 10 in Houston, Texas, said that he initially thought the crying baby girl was a doll, according to KHOU.

Both the mother and another person were taken into custody. The hospital said the baby was in good condition. Bloody footprints left by the mother could be seen on the sidewalk.

"Without this neighbor, we could be looking at. a whole different scene", said Deputy Thomas Gilliland.

The mother was examined by paramedics and is expected to be OK.

A hearing will be held Friday to determine who will get custody of the baby.

Child Protective Services is helping in the investigation. "There are other ways of going about it", resident Rontrell Lucas said.

It is the second infant abandonment that LifeNews has reported about this week. Police said she has not said why she left the baby in the bushes, and she could face charges for abandoning a child.

Appointees asked individuals to recall that Texas' Safe Haven Law, otherwise called the Baby Moses Law, enables guardians to surrender kids more youthful than 60 days old at doctor's facilities, fire stations or kid welfare organizations.
