Euclid police reviewing 'violent struggle' between officer, Cleveland man

The video shows a struggle lasting more than three minutes before the man is handcuffed with help from other officers.

WKYC spoke with Lashaunda Malone, a woman who recorded the incident and posted the video to Facebook.

The officer then sits over him and punches his face multiple times.

Euclid police has issued a statement that says the struggle occurred Saturday morning after a traffic stop.

Euclid police released a statement about the incident, saying that just before 10:30 a.m., an officer pulled over Richard Hubbard, 25, of Cleveland, for a moving/traffic violation near 240 East 228th Street, FOX 8 reported.

Police ordered Hubbard out of the vehicle and to face away in order to take him into custody. Hubbard ignored the order to face away and as the officer attempted to take Hubbard into custody he began physically resisting.

A family member said the suspect in a video that went viral on Saturday is said to be resting and recovering after police were seen punching and slamming his head into the ground.

The arresting officer was treated and released from an area hospital. The shooting happened while he was inside his vehicle.

Police have not identified the officer.

A spokesperson for the Cleveland NAACP, Mike Nelson told Fox 8 sources that he plans to ask the Justice Department to look into the practices of the Euclid Police Department, to determine if there is a pattern of excessive force.

"This is unforgivable ... we don't believe by any stretch there was anything we saw in that video that was justified", said Hardiman. "Whatever the situation is it can not be permitted to go unchallenged".

"It is the mission of the Euclid Police Department to provide professional and transparent service to the residents, business owners, and visitors to the City of Euclid", Lt. Michael Houser said in the news release. "This entire incident will be reviewed, in detail, so that the public can have a full and open understanding of the series of events that eventually led to this violent encounter".
